Putting offer in on house not for sale?


There is a house I am interested in. The house is 100% paid for, but almost 3 years are currently owed in back taxes. The owner can’t possibly pay for it, or get a loan to pay it. She is unemployed. I would like to offer to purchase the house because it is in need of a lot of repairs. I want to try and purchase the home before it forcloses/seized by the town. I want to know the proper way of putting an offer to this person, and the least offensive. I’m not sure how they would take it.
